<p>Winter can be a tough time of year, with dark nights and increasing costs to heat homes, and we want to help.</p>

<p>That&rsquo;s why, from 2 November, we&rsquo;re hosting &lsquo;Warm Welcomes&rsquo; in all our libraries across the county - to help bring the community together and provide support when most needed.</p>

<p>So, what is a &lsquo;Warm Welcome&rsquo;?</p>
<p>&nbsp;</p>
<p>Our Warm Welcomes are sessions in the library where you can drop by (no booking needed), enjoy a tea or coffee and utilise all the library has to offer. Just fancy a sit-down in the warm with a cuppa and a good book? That&rsquo;s fine! Want to come in, grab a coffee and have a chat? Great!</p>

<p>The Essex Library Service is once again delighted to be partnering with Cards for Good causes.</p>
<p>&nbsp;</p>
<p>Cards for Good Causes is not only the UK&rsquo;s largest multi-charity card agency but also a Christmas gift retailer. Dedicated to supporting both local and national charities and operating an all year-round as a charitable gifting website. The organisation also opens Christmas pop-up shops, bringing festive cheer while raising funds for vital causes.</p>
<p>James &ldquo;Jim&rdquo; Jackson, then Secretary of the British Diabetic Association began the initiative in 1959 by gathering medical charities and coordinating their efforts to sell Christmas cards to as if funds. &nbsp;Today&rsquo;s model began in 1964 when the organisation sold cards from vacant shops in town centres. The name &ldquo;Cards for Good Causes&rdquo; was proposed in 1971, but it wasn&rsquo;t until 1988 that it was formally established as the trading arm of the 1959 Group of Charities.</p>
<p>Over the past decade, Cards for Good Causes has expanded its reach and now supports more than 250 charities, whilst contributing over &pound;22 million to the sector. These funds have played a crucial role in improving lives and funding life-saving initiatives. Its continued commitment to charity, remains a meaningful impact in the UK&rsquo;s philanthropic landscape.</p>
<p>So, when you pop down to collect your reservation or pick up some Wi-Fi printing&rsquo; stop by the pop-up shop and see the wonderful card designs and thoughtful gifts they have on offer.</p>

<p>We're proud to announce the appointment of an Author in Residence. Gina Blaxill is an experienced and popular writer for young adults, who is particularly interested in the fairy tale and mystery genres. Her books include Love You to Death and Good Enough to Eat.</p>

<p>Gina will be working with and for young people in the year ahead. This will include several events at libraries across the county. The first of those will be 'Create your own fairy tale', a pair of creative writing workshops at Chelmsford Library on Saturday 14 December. These are free of charge, and tickets are now available:</p>

This event is a fantastic opportunity to discover new reads, support local talent, and even find the perfect early Christmas gift with books available for purchase.</p>

<p>The Local Writers&rsquo; Showcase features a diverse mix of self-published and traditionally published writers, including Vicky Ball, Sarah Banham, Becky Davies, Joshua Ferdinand, Leonora A Headley, Justin Johnson, Sheetha Khan-Boonserm, Owen W Knight, Sherelle Parke, Laurine Traquair, and Jaqueline Wright. Each author will have a stall where you can chat with them about their books, writing process, and inspirations.</p>

<h3>Why is this work being done?</h3>
<p>The library service plan&nbsp;<a href="https://libraries.essex.gov.uk/digital-content/our-strategies-policies-and-terms/everyones-library-service-20222026/aim-2-communications-and-infrastructure" target="_blank" rel="noopener">Everyone&rsquo;s Library Service 2022-2026</a> commits us to develop a planned programme of building improvements, considering upgrade and cosmetic improvements, how spaces are currently used, opportunities to use them differently and the potential to generate additional income from our estate. As one of our flagship libraries, Colchester Library needed improvement to meet the standards our customers have a right to expect.</p>
<p>&nbsp;</p>
<p>In February 2023, ECC were awarded &pound;337,500 by the Arts Council. The total project bid was &pound;450,000 with &pound;112,500 of ECC match funding from reserves forming part of the bid. The proposal was for a <a href="https://libraries.essex.gov.uk/news/new-learning-and-play-space-for-children-and-families-to-be-created-at-colchester-library">Children&rsquo;s Imagination and Literacy Centre</a>, a highly interactive learning and play space for children and families, sited on the ground floor (455 sqm) of Colchester library. This will form a centrepiece of the refurbished library.</p>
<p>&nbsp;</p>
<h3>We have a perfectly good library already. Why change it?</h3>
<p>We want to develop the existing library so that it is fit for the future. Public space inside the library will benefit from redecoration and new furniture, energy-saving lighting, heating, ventilation and air-conditioning. The&nbsp;<a href="https://libraries.essex.gov.uk/news/new-learning-and-play-space-for-children-and-families-to-be-created-at-colchester-library" target="_blank" rel="noopener">Children&rsquo;s Imagination and Literacy Centre</a> will attract new visitors into the library, extend and enhance existing provision and encourage working with a variety of partners. There will also be more commodious offices for the Registration Service, resulting in an improved service to customers.</p>

<h3>When is the library shutting?</h3>
<p>2 September 2024.</p>

<h3>Why are you closing for almost a year? Why can&rsquo;t it be organised so that bits of the library are closed off and public access to some facilities remains possible?</h3>
<p>A decision to close the library for 11 months was made after it was established that the Capital Maintenance Team at ECC were considering de-carbonising Colchester Library next year. To improve efficiency, reduce costs and prevent having to close the library for ground floor refit in 2024 and then again for capital maintenance in works in 2025, the decision was made to carry out all major works and extend the closure period. The works were agreed after securing funding from PSDS3-C (Public Sector Decarbonisation Scheme) Grant. Colchester Library will benefit from replacing the existing boilers with a more efficient system, along with introducing BMS for overall efficiency. All low temperature hot water (LTHW) pipework and air handling units will be replaced due to being end of life as well as introducing a form of heat recovery. This, coupled with the more efficient gas boilers and LED lighting and alterations made to the small power, will effectively lower the building's carbon footprint.&nbsp;</p>
<p>The complexity of the works required, and the danger to customers, staff and volunteers, have obliged us to close completely for this period of time.</p>
<p>&nbsp;</p>
<h3>Why are you going to be closed for nearly a year just to install children's activities?</h3>
<p>The Children&rsquo;s Imagination and Literacy Centre forms only one strand of the new-look library. While we&rsquo;re closed, we&rsquo;ll also be giving a new look to the upper floor; this will involve redecoration and new furniture, energy-saving lighting, heating, ventilation and air-conditioning.&nbsp;There will also be more commodious offices for the Registration Service, resulting in an improved service to customers.</p>

<p>In addition, a wheelchair accessible mobile library (County Mobile 3) will be in the High Street on Tuesdays from 10am to 2pm, and on Fridays from 8.30am to 4pm, during the closure period.</p>

<h3>Why can't the mobile library be available in the evening?</h3>
<p><span dir="ltr">Owing to previous incidents of anti-social behaviour and vandalism at the library, it is not appropriate to have the mobile library open during evenings.</span></p>

<h3>Why is there no temporary 'pop-up' site in the city centre?</h3>
<p>As staff are working at other library sites in the area, they are not available to run a &lsquo;pop-up&rsquo; site in the city centre.</p>
<p>While we understand the closure will be disruptive for some users, it allows the library to undergo an extensive refurbishment with works taking place all at once, which is more efficient and cost-effective. The result will be an amazing space for current and new library users to visit and enjoy.</p>

<h3>Will Baby &amp; Toddler Rhymetimes be continuing?</h3>
<p>Our regular Rhymetimes will continue at&nbsp;<a href="https://firstsite.uk/" target="_blank" rel="noopener">FirstSite</a>, every Wednesday from 11 September 2024 until 16 July 2025, at 10.15am and 11.15am. They will be run by our usual library volunteers and will be the same format as library-run ones.</p>
<p>&nbsp;</p>
<h3>How will I access the local studies section and its stock during closure?</h3>
<p>The local studies materials and equipment will be stored and unavailable while Colchester Library is closed. We apologise for the inconvenience this will cause.</p>
<p>These resources will all be available once again when we reopen.</p>

<h3>Will there be additional computers to use at Greenstead, Prettygate and Wivenhoe, to accommodate likely additional demand?</h3>

<h3>Will we be able to print documents?</h3>
<p>Printing and photocopying services are available at&nbsp;Greenstead, Prettygate and Wivenhoe.</p>

<p>There is an accessible toilet in Castle Park (rear of Hollytrees Museum), which opens seven days a week from 7.30am to 8pm.</p>

<p>Posters are on prominent display in the library and elsewhere in the community. These clearly state what alternative arrangements are in place to serve our Colchester customers. The consultation preceding the plan showed these aims commanded a high level of public support. To date, partners we have recently worked with in introducing new initiatives include Adult Community Learning; Active Essex; Explore Learning, and the Physical and Sensory Impairment Specialist Teaching Service, collaborating in delivering a playgroup for deaf children.</p>

<p>As part of the multi-million pound Dovercourt Capital Regeneration Programme, Harwich Library is set to undergo significant changes. The project, delivered by Essex County Council in partnership with Tendring District Council, aims to revamp the library and enhance local opportunities for residents.</p>

<h2><strong>Big School Meet Ups</strong></h2>

<p>Between now and September, every library will be running a Big School Meet Up session.</p>
<p>&nbsp;</p>
<p>These are fun, relaxed sessions with a storytime, activities and a chance to meet other families whose children are also starting your school in September!</p>

<h2><strong>Ready&hellip; Steady&hellip; Go To School Challenge</strong></h2>
<p>&nbsp;</p>
<p>The Ready&hellip; Steady&hellip; Got to School Challenge runs from Saturday 18 May to Saturday 7 September and is open to all children who will be starting school for the first time in September.</p>
<p>&nbsp;</p>
<p>This fun challenge is to help children practice skills they will need to help them feel confident and ready to start school.</p>
<p>&nbsp;</p>
<p>When you sign up, your little one will receive their collector folder and an activity pack. Each section of the pack contains a range of challenges for you to do together. There are seven sections, and you only have to do one challenge from each sheet &ndash; but feel free to do more if you&rsquo;d like!</p>
<p>&nbsp;</p>
<p>After you&rsquo;ve completed a challenge, head back to the library and get their folder stamped. When they&rsquo;ve completed 7 challenges (one from each section) they will get a certificate!</p>
<p>&nbsp;</p>
<p>Also in the pack are some hints and tips for parents and carers, as well as links to where you can find more help and support.</p>

<p>A topping out ceremony has been held to celebrate completion of the structure of Shenfield&rsquo;s new library.</p>
<p>Once complete, the project will deliver a bright, new modern library and commercial space, with nine high quality apartments for sale above.</p>
<p>Construction work to replace the old library commenced in October 2022. The previous facility was ageing and in need of repair, with high ongoing maintenance costs.</p>
<p>The scheme will feature a modern library which will maximise natural light to provide a flexible and usable space for the local community.</p>
<p>A new public garden, outdoor learning and activity space will further enhance the library service offer.</p>
<p>The development is being delivered by Essex Housing, Essex County Council&rsquo;s in-house property developer.</p>
<p>Essex Housing was set up to turn underutilised public land and assets into housing and community buildings.</p>
<p>A succession of winter storms has impacted building activities on site, as a result of which completion of the development is now anticipated for Autumn 2024.</p>
<p>In the meantime, temporary library arrangements will continue to be provided a short distance away at Bishops Hill Adult Community Learning Centre in Poplar Drive.</p>
